Dear Rogers,
With reference to your letter of the 21st September
regarding the advisability of the Governor of Hong Kong
giving his patronage to the Medical Relief Commission
of the National Red Cross Society of China, I enclose
a copy of the letter from our Ambassador in China to
Sir Alexander Cadogan to which the Governor refers.
You will see from the enclosures in that letter that
though the commission does a certain amount of anti-
epidemic work among civilian refugees and of first-aid
in case of air raids, its work is almost entirely
military.
In the circumstances we suggest that it
might be preferable for the Governor to express his
regrets and say that he cannot see his way to accepting
the invitation to extend his patronage.
Incidentally, Scott, who is dealing with Clark Kerr's
letter, tells me that he has held up action owing to the
